The project’s primary goal was to assess the extent to which the Quality Community Care Council (QCCC) and the registry that was implemented within a ten county region of Michigan enhanced the quality of direct care services. The evaluation also examined the effectiveness of the registry on enhancing recruitment and retention of direct care workers. MPHI-CDMTR utilized two study designs to conduct this work. The first design involved a panel study of a stratified random sample of individuals impacted by the QCCC and the registry. The sample included consumers, direct care workers and FIA staff. The participants were surveyed at two different time periods: (1) prior to the registry implementation, and (2) nine months after the registry has been implemented. The second study design was a secondary data analysis that used payroll and claims data from the Medicaid data system. Group 1 consisted of cases from counties with the QCCC and registry of direct care workers. Group 2 included cases from counties that match the socio-economic and demographic profile of the counties in group 1, but without the direct care workers. These two groups were then compared.
