The objective of this project was to inform public policy through an assessment of the preparedness of 45 local public health departments in Michigan to respond to a public health emergency or bioterrorist event. The initial assessment in 2002 was conducted utilizing a modified Center for Disease Control instrument containing approximately 79 questions and 700 items. The questions were arranged into the six funded focus areas and included 15 critical capacities targeted for achievement. A web-based application was developed for data collection and was updated with four versions released for data collection. Up until the end of the project, local health departments were required to review and update their assessment data online on a quarterly basis. Local and state offices used the data to measure changing levels of preparedness, track the results of exercises and drills, and to monitor preparedness activities in the state.

MPHI-CDMTR provided program management, application development, web-site maintenance and hosting, user training and technical assistance, compliance assurance, and reporting.
