Michigan’s Aging & Disabilities Resource Centers (ADRC) Evaluation

MPHI-CDMTR is working with MDCH Office of Long Term Care Supports and Services to evaluate the activities conducted under their Aging and Disability Resource Centers (ADRC) grant funded by the Administration on Aging (AoA) and the Centers for Medicare and Medicaid Services (CMS). This three year grant is supporting the development and implementation of a pilot single point of entry system for long-term care information and access. A coordinated, single system is intended to achieve the following goals:

  • Provide comprehensive, reliable, and unbiased information to consumers, caregivers, and providers on accessing long term care services.

  • Work toward a goal of seamless efficiency in assisting consumers and families with long term care needs.

  • Facilitate access to services through the use of appropriate information and assistance in determining eligibility and options counseling.

  • Be a consumer driven system allowing consumers the desired level of control over their residential setting and care choices.

  • Strive for effectiveness in program implementation.

  • Seek to improve system capacity through evaluation of system change and consumer success in accessing services.

Over the course of the project, the evaluation will assess the extent to which each goal is achieved. In addition, the evaluation team will collect data related to the reporting requirements specified in Michigan’s Public Act 634, legislation mandating the development of a single point of entry system for long-term care in the State. The MPHI-CDMTR evaluation team has been working with project partners, including consumers, to design the details of the evaluation. The evaluation team has focused on ensuring that evaluation measures are incorporated into data management software (Service Point), providing technical assistance in the development of quality improvement data collection procedures, designing data collection instruments and protocols, and exploring potential uses of Michigan’s Data Warehouse. In addition, the evaluation team will design evaluation surveys for ongoing training events. Data collection includes implementation of Information & Assistance (I&A) and Options Counseling (OC) interviews and surveying ADRC stakeholders to complete a network analysis.
