The Michigan Title II and Title V Juvenile Delinquency Prevention Program Evaluation Project (JDPPE) is a statewide, multi-site initiative designed to prevent juvenile delinquency. MPHI’s primary role is to increase the evaluation capacity of Title II and Title V grantees by providing evaluation technical assistance, expertise and support. In addition, MPHI collects federal performance measure data from the grantees and submits the data on behalf of the State to the federal Office of Juvenile Justice and Delinquency Prevention (OJJDP). MPHI staff also conduct bi-annual site visits on behalf of the State for grant compliance and technical assistance purposes. Technical assistance includes assisting communities with developing program goals and objectives; documenting program-specific activities; collecting outcome measures; recognizing and maintaining compliance to all grant requirements; and building program sustainability through other funding opportunities.
- During the first grant period, February 1, 1996 to January 31, 2000, technical assistance was provided to fourteen (14) First-Round Title V communities and sixteen (16) Second-Round Title V communities.
- The project expanded during the second grant period, February 1, 2000 to September 30, 2004, to include Comprehensive Strategy and Building Restorative Communities. Technical assistance was provided to twenty (20) First-Round Title V communities, two (2) Second-Round Title V communities, eight (8) Third-Round Title V communities, ten (10) Fourth-Round Title V communities, five (5) First- Round Comprehensive Strategy Communities and five (5) Second-Round Building Restorative Communities.
- During the third grant period, October 1, 2008 to September 30, 2011, MPHI will provide technical assistance to communities that are implementing Title V Community Prevention programs, Title II Gender Specific programs, Title II Family & Juvenile Drug Courts, and Juvenile Accountability Block Grant (JABG) programs. The total number of grantees will vary between 30 and 43, depending upon the number funded.
